FY 2021 LCDBG Old Valley Electric Road Sewer Expansion

R P Construction completed the Old Valley Electric Road Sewer Expansion Project for the Town of Hornbeck, Louisiana. The project involved installation of a new gravity sewer collection system, construction of lift station infrastructure, installation of a sewer force main, and roadway restoration necessary to extend municipal sewer service to the Old Valley Electric Road area. The project was funded through the Louisiana Community Development Block Grant (LCDBG) program and was designed to improve wastewater infrastructure and expand sanitary sewer access for residents in the project area.

Project Overview

R P Construction performed the Old Valley Electric Road Sewer Expansion Project for the Town of Hornbeck in Vernon Parish, Louisiana. The project involved installation of a new municipal gravity sewer system, force main infrastructure, and lift station improvements to expand the town’s wastewater collection network. The gravity sewer system consisted primarily of 8-inch ASTM D3034 SDR-26 PVC sewer main installed at varying depths, totaling approximately 2,500 linear feet of gravity sewer pipeline. The project also included installation of service connections and sewer cleanouts along the right-of-way and within private properties to connect residences to the new system. A total of 11 precast concrete sewer manholes were installed at depths ranging from 6 to 14 feet to provide system access, flow control, and maintenance access points throughout the collection system. The project also included installation of approximately 1,400 linear feet of 3-inch HDPE sewer force main, along with directional drilling operations to install portions of the pipeline beneath roadway crossings and existing infrastructure. Lift station infrastructure was a critical component of the project. Construction activities included site work for Lift Station #4, installation of pumping systems and piping for Lift Station #1 and Lift Station #4, and installation of a duplex service pump station to support the expanded wastewater collection system. Additional work included installation of air release valves, ductile iron fittings with ceramic epoxy lining, thrust blocks, adapters, and connection of the new force main to the existing wastewater system. Surface restoration and civil work included roadway reconstruction with aggregate subgrade and asphalt pavement, replacement of drainage infrastructure, erosion control installation, hydroseeding, and final site restoration. Upon completion, the project delivered a fully operational wastewater collection system designed to support long-term sewer service expansion for the Town of Hornbeck.

Key Highlights

  • Installed approximately 2,500 LF of 8-inch PVC gravity sewer main.
  • Installed 1,400 LF of HDPE sewer force main including directional drilling installations.
  • Constructed two lift station systems and a duplex service pump station supporting the expanded wastewater network.

Delivery Challenges

  • Coordinating installation of gravity sewer infrastructure at varying depths up to approximately 14 feet while maintaining stable trench conditions.
  • Integrating new sewer infrastructure with existing municipal wastewater facilities and lift station systems.
